MUSIC VIDEO CONTEST 2011. RULES
First.- Aim.
The aim of this rules is to regulate the organization, presentation and music video prize-giving of the 7th Hospitalet's music video contest within the context of the Festival CL'HIPS 2011.

Second.- Music videos.
Works made as an advertising mean or complementary to indie record labels records or made by the musicians themselves when fullfilling the rules in this document explained can be submitted.

Third.- Competitors.
The contest is open to natural persons over the age of 18 and legal persons with legal capacity. In the event that a legal person takes place in the contest, the author of the music video will have to be designated in order to give them the prize, if applicable

Forth.- Conditions and prohibitions.
* We will accept unpublished works or works published between 2009 and 2011, both inclusive
* Competitors can submit as many music videos as they want, without limitation.
* All submitted music videos -prize winners or not- will become part of the contest collection since the moment they are submitted and any kind of reclamation will not be accepted.
* Works that have already won a prize in previous editions cannot be submitted, as well as those that according to the Organization Committe violate the human rights, incite violence or gender, racial or any kind of discrimination.
* Competitors must be the owners of the copyright of the music videos submitted and the legal requirements of the right of personal portrayal of the people appearing in the music video submitted, if applicable. For this reason, competitors assume full responsability that may derivate from any kind of action or reclamation, made by any person, both natural or legal, public or private, that may think their rights have been violated.
* Any action or reclamation reported about content, authorship or any other aspect of the submitted music video made by third parties will mean the disqualification of the competitor.
* The fact of taking part in this contest:
a.  a. Will mean that competitors have understood and accepted this rules and decisions, both from the organization committe and the Jury.
b. b.That participants grant a non-exclusive license to reproduce, display and distribute (as well as any other right included in the actual intelectual property law) to the city council and the contributing company in order to promote the contest.
* Organization Committe will solve unilaterally any circumstancies that may have not been foreseen in this rules, its decisions being indisputable.

Fifth.- Inscription and admission.
The participation will be online through the DAILYMOTION website, one of the festival's collaborators. The music video will be published in a page of the website devoted to the contest and available in this address:
http://www.dailymotion.com/contest/festival_clhips_2011
Anyone wanting to take part in the contest will have to register in order to do so. Registration is free and available at Dailymotion website.
As a part of the registration process, participants must provide the information needed in the registration form available in Dailymotion and in the specific contest's registration form.
Once registered for the contest, competitors must follow the online instructions for completing, codifying and uploading the music videos.
Competitors must complete the registration process and upload the music videos before the deadline.
Works must have attached all the music video productions credits, thanks to the form available in the website. These credits must include, al least:
* Name of the theme
* Name of the singer/band
* Name of the music video author.
* Author's adress, e-mail and phone number.
* Production
* Production year
* Contact person and their address
Works can be submitted since June 4th 2011 at 00:00 until August 31st 2011 at 24:00 (GMT +01.00).

Sixth.- Jury.
The Jury will meet in one single session, up to 15 days before the prize-giving ceremony, in order to deliberate the prizes that these rules consider as Jury's decision.
The Jury is composed by:
* President: Culture councillor or his delegate
* Vice-president: The delegated councillor of the I District, or his delegate.
* Members:
* The Festival's Director, Ferran Farré.
* The representative of the Centre Cultural Sant Josep, Josep Mª Arnas.
* The representative of the Cultural Association BAD, José Luís Martín.
If any member resigned, the Festival's Director would designate another person of great worth both personally and professionally belonging to the musical or audiovisual area.
* Secretary: the General Secretary from the City Council of l'Hospitalet, or her delegate, without vote and only to take the minutes of final decision.
The jury will finally be constituted with the President, the Secretary and two members. The Jury's decision will not be open to appeal.

Seventh.-Organization Committe
The Organization Committe will be composed by:
* The President of the area of Promotion of the Culture, Rosa Mª Muga
* The representative of the Centre Cultural Sant Josep, Josep Mª Arnas.
* The representative Of the Cultural Association BAD, José Luís Martín.
* The Festival's Director, Ferran Farré.
Organization Committe will make a previous selection of all submitted works, in order to make the Jury's deliberation easier and will solve any problems appeared during the contest and will have to leave a writting record of its decisions, at the same time it has the faculty of interpreting these rules.

Eighth.-Evaluation criteria.
The prizes are given regarding the following criteria:
* Direction or production.
* Editing and technical quality.
* The creative development.
* The coherence between the music and the visual aspect.

Ninth.- Prizes.
1. 1.The Jury awards two prizes:
* First prize: 1.500.- euros
* Second prize: 1.000.- euros.
2. 2.Audience prize: 500.- euros, awarded to the most voted online music video in Dailymotion website:
http://www.dailymotion.com/contest/festival_clhips_2011. The audience can vote between September 15th and October 12th 2011, both inclusive.
3. Audience prize awarded to a music video submitted by an author living in l'Hospitalet: 300.- euros, awarded to the most voted online music video in Dailymotion website: http://www.dailymotion.com/contest/festival_clhips_2011, sumitted by an author living in l'Hospitalet. The audience can vote between September 15th and October 12th 2011, both inclusive.
The prizes may be not awarded according to the Jury's decision regarding the quality of the submitted works.
The prize will be awarded to the person registered as music video's author in the registration form.
The verdict, unappelable, will be announced the same day of the prize-giving ceremony. The winner will be responsible for the payment of any taxes or extra charges, if applicable, derived from the prize-giving.
The winning works will be broadcasted in specialized programs of the Catalan Local Televisions Network. Competitors as well grant to the City Council a non-exclusive license to reproduce, display and distribute (as well as any other right included in the current Intelectual Property Law) the submitted music videos.

Tenth.-Prize-giving.
The prize-giving ceremony will be on October 14th 2011.
Music videos will be displayed according to participation and Organization Committe criteria; either all submitted music videos or a selection of them.

Eleventh.- Protection of personal data.
In observance of the Organic Law 15/1999, 13th December, on the Protection of Personal Data, Participants’ data will be included in an automated data file property of l'Hospitalet city council, and it can be demanded at any moment the right of access, rectification or cancellation, at Citizen Attention Office (carrer Girona, 10, planta baixa. 08901 – L’Hospitalet).

Twelfth.-Responsability.
The Organization Committe and Dailymotion, will not take any responsability for any equipment, telephone line transmission or technical failures that may happen during the Contest or any activity related with the Contest (including, among others, the voting phase), or theft, destruction, non-authorised access or alteration of the submitted Contest works. The Organization Committe and Dailymotion, will not take any responsability for any mistake, omission, interruption, elimination, fault, delay in the operation or transmission, technical failures of any network or telephonic lines, online informatic systems, servers, suppliers, informatic equipment, software, e-mail or browsers; both because of Internet traffic congestion or any website or because of a combination of the previous listed problems (including, without limitation, any of these problems that may hamper the acces to the website or submitting the works).

Thirteenth.- Publicity of the official announcement of the Contest
This rules will be published in the Official Bulletin of the Province of Barcelona, in the Official Catalonia's Generalitat Gazette as a summary of the complete rules that will be published in the Official Bulletin of the Province of Barcelona; as well as in a newspaper and any media that will help promote the Contest.

DOCUCLIPS CONTEST 2011. RULES
First.- Aim.
The aim of this rules is to regulate the organization, presentation and docuclip prize-giving of the 7th Hospitalet's music video competition within the context of the Festival CL'HIPS 2011.

Second.- Docuclips.
A docuclip is a short film, an investigation, documentation, compilation, etc. about a topic related with music or its performers.

Third.- Competitors.
The competition is open to natural persons over the age of 18 and legal persons with legal capacity. In the event that a legal person takes place in the competition, the author of the docuclip will have to be designated in order to give them the prize, if applicable

* Organization Committe will solve unilaterally any circumstancies that may have not been foreseen in this rules, its decisions being indisputable.

Fifth.- Inscription and admission.
* The registration begins when the Organization Committe receives the works.
* Competitors will have to send the documentary films in a closed envolope, where the title will be clearly visible.
* The works will have to be submitted in DVD (PAL 720 x 576) format.
* The length of the documentary cannot be inferior to 5 minutes nor exceed 15 minutes.
* If in a documentary film appears a language different to catalan or spanish, this language must be subtitled to catalan or spanish.
* The presentation of the documentary film must include, at least:
* Title
* Summary of the content
* Name of the documentary author.
* Author's adress, e-mail and phone number of the author of the film.
* Production
* Production year
Works can be submitted since June 4th 2011until August 31st 2011.
The works can be submitted to the Centre Cultural Sant Josep (Av. Isabel la Catòlica, 32 CP08901, L’Hospitalet de Llobregat) until July 15th 2011 Works can also be submitted to any of the general registries of the City Council until July 29th and to the general registry (carrer de Josep Prats, 2) during August.

2. Prize: 500.- euros, awarded to the best documentary about the "Escola de Música Centre de les Arts de L’Hospitalet de Llobregat" (Music School Arts Center of l'Hospitalet de Llobregat), (EMCA).
The prizes can be not awarded by the Jury according to the quality of the submitted works.
The prize will be awarded to the person registered asdocuclip's author in the registration form.
The verdict, unappelable, will be announced the same day of the prize-giving ceremony. The winner will be responsible for the payment of any taxes or extra charges, if applicable, derived from the prize-giving.
The winning works will be published in DVD format and distributed to the specialized media and sector agents.
